REGULAR MEETING
February 12th, 1940
Mayor J. Wallace Woodford was sworn in office for the following year.
The following elected Councilmen were sworn in office for the ensuing year: John P. LeFevre, First Dist.; Thomas V. Keith, Second Dist.; Jesse S. Burton, Third Dist.; Harry Vane, Fourth Dist.

The meeting was called to order by Mayor J. Wallace Woodford at 7:35 P.M. and on roll call the following members answered present: Messrs. LeFevre, Downes, Keith, Millman, Burton, Frear, Vane and Hinkle.
ORGANIZATION
Upon motion of Messrs. Burton and Frear, Mr. Joseph O. Willis was appointed City Clerk for the ensuing year.
Upon motion of Messrs. Keith and Vane, Mr. Grover C. Frear was appointed Vice-Mayor for the ensuing year.
Upon motion of Messrs. Keith and Frear, Mr. C. Burton Sypherd was appointed City Treasurer for the ensuing year.
Upon motion of Messrs. Burton and Frear, Mr. Melvin Hopkins was appointed City Solicitor for the ensuring year.
The above newly appointed officers were sworn in office by notary public Herman C. Taylor.
CITY ALDERMAN
Upon motion of Messrs. Burton and Keith, Mr. Wilbur D. Burton was nominated for the office of Alderman for the ensuing year.
Upon motion of Messrs. LeFevre and Downes, Mr. Walter Cubbage was nominated for the office of Alderman for the ensuing year.
A secret ballot was taken for the newly nominated Alderman, and upon count by the Clerk, the vote was found to be four votes for Mr. Burton and four votes for Mr. Cubbage. Upon motion of Messrs. LeFevre and Frear, the appointment of Alderman was held over until the next regular meeting.
CITY MANAGER’S REPORT
The City Manager’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.
Upon motion of Messrs. Downes and Vane, the City Manager was authorized to purchase and install a new feed water heater and deaerator at the electric plant at a cost of approximately $2,000.
Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to install valves on the water mains as recommended in his report.
FINANCIAL REPORT
The financial report for the month of January was read by the Clerk and approved upon motion of Messrs. Hinkle and Burton.
ALDERMAN’S REPORT
The Alderman’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle. A check amounting to $6.00 was turned over to the City Manager with the report of two arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of Messsrs. Burton and Hinkle.
REFUND ON FINE
Upon motion of Messrs. Burton and Keith, Council instructed the City Clerk to refund $3.60 of the fine paid by Roland W. O’Day for running over a fire hose, this refund to be made after this amount was turned over to the City by Justice of Peace Walter S. Cubbage.
AMENDMENT TO ORDINANCE
The following amendment was made to “AN ORDINANCE REGULATING THE BUSINESS OF TOURIST HOMES OR ACCOMMODATIONS WITHIN THE CITY LIMITS OF THE CITY OF DOVER AND FIXING FEES AND REGULATIONS THEREOF”. In Section 2 of this ordinance, the amount of Five Dollars ($5.00) to be changed to One Dollar ($1.00).
The following vote was taken on this amendment:
Messrs. LeFevre, yes;
Downes, yes;
Burton, yes;
Keith, yes;
Hinkle, yes;
Vane, yes;
Millman, yes;
and Frear, yes.
Upon motion of Messrs. LeFevre and Burton, the City Clerk was instructed to put a notice in the papers that all tourist homes must apply to the City Manager for permit governed by the above ordinance.
APPROPRIATION
Upon motion of Messrs. Frear and Burton, the City Council appropriated $50.00 to the Boy Scout movement.
PAYMENT ON BOND
Upon motion of Messrs. LeFevre and Burton, the City Clerk was instructed to pay $5,000 on the $20,000 note at the Farmers Bank.
COMMITTEES
Mr. A. B. Magee, Jr. appeared before Council asking that Council rescind their action taken at the last Special Meeting regarding the $600 appropriation for the Dover Special School Community Recreation Movement.
Mr. Harry K. Heite appeared before Council opposing Mr. Magee’s request and asking that Council not rescind their action taken at their last Special Meeting, but explained that the community should be asked to join together with their different organizations to promote this community recreation without bringing it directly into City affairs.
