REGULAR MEETING
January 8th, 1940
The regular meeting of the City Council of the City of Dover was held on the 8th day of January, 1940. The meeting was called to order by Mayor Woodford at 7:30 P. M. and on roll call the following members answered present: Messrs. Keith, Burton, Vane, Hinkle and Millman.
MINUTES
Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of December was read by the Clerk and accepted upon motion of Messrs. Burton and Keith.
Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to install the water lines and fire plugs as noted in his recommendations to Council, this installation to be made when the City Manager feels that the City funds are available.
Upon motion of Messrs. Hinkle and Burton, the City Manager was authorized to install a storm sewer either on Mayland Avenue or Washington Street, as he should decide was most necessary.
Upon motion of Messrs. Keith and Burton, Council voted that the Standing Committee be given the power of action in numbering of houses and installing street signs.
Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to have a complete water survey made of all water outlets served by the City.
FINANCIAL REPORT
The financial report for the month of December was read by the Clerk and approved upon motion of Messrs. Burton and Hinkle.
ALDERMAN’S REPORT
The Alderman’s report for the month of December was read by the Clerk and accepted upon motion of Messrs. Burton and Millman. A check amounting to $93.00 was turned over to the City Manager with the report of ten arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Keith and Millman. Also, the annual report of the Chief of Police was read by the Clerk and accepted. The City Clerk was instructed to write a letter to the Chief of Police, showing the Council’s appreciation for the splendid service rendered during the past year.
INTEREST ON NOTE
Upon motion of Messrs. Hinkle and Burton, Council voted to assume the interest on the Robbins Hose Company note at the Farmers Bank for the new Seagraves pumper. (For reference to this agreement with the Robbins Hose Company see meeting of February 13th, 1939).
COMMITTEE FOR ELECTION
The following members were appointed by the Mayor to hold the regular City election on Monday, january 15th: Messrs. Frear, Millman and Alderman Burton.
COMMITTEES
Mr. R. E. Lewis appeared before Council to introduce Mr. Bailey who is a merchant of seafood on the corner of Loockerman and New Streets. Mr. Bailey presented a letter to Council asking that they adopt rules and regulations of wholesale merchants within the City. This matter was referred to the City Solicitor for advice.
Justice of the peace Walter S. Cubbage appeared before Council asking the privilege of a parking space in front of his police court. upon motion of Messrs. Burton and Keith, Council instructed the City Manager to mark off space for three cars, including one for De. B. F. Burton and two for the police court on South State Street.
FIRE CHIEF’S REPORT
The annual report of the Chief of the Robbins Hose Company was read and approved upon motion of Messrs. Keith and Burton. The following officers of the Robbins Hose Company were sworn in for duty for the ensuing year: Fire Chief, Thomas E. Baker; Assistant Chiefs, Ralph Boyer and Hughlett A. Golt.
