Regular Meeting

                                                                                                                        October 9th, 1939

            The regular meeting of the City Council of the City of Dover was held on the 9th day of October, 1939. The meeting was called to order by Acting-Mayor Keith at 7:30 P. M., and on roll call the following members answered present: Messrs. Downes, LeFevre, Millman, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Millman and Downes, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s reports for the months of August and September were read by the Clerk and accepted upon motion of Messrs. Hinkle and Downes.

            Upon motion of Messrs. Hinkle and Downes, the electric commercial rate was changed according to the recommendations of the City Manager, reading that all kilowatts consumed over 2500 be at 21¢.

            Upon motion of Messrs. Hinkle and Vane, the City Manager was authorized to purchase the necessary and proper street signs and to have them installed as soon as possible.

FINANCIAL REPORT

            The financial report for the month of September was read by the Clerk and approved upon motion of Messrs. Vane and Hinkle.

ALDERMAN’S REPORT

            The Alderman’s report for the month of September was read by the Clerk and accepted upon motion of Messrs. Hinkle and Millman. A check amounting to $23.00 was turned over to the City Manager with the report of five arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Millman and Hinkle.

AN ORDINANCE

            “AN ORDINANCE REGULATING THE BUSINESS OF TOURISTS HOMES OR ACOMMODATIONS WITHIN THE CITY LIMITS OF THE CITY OF DOVER AND FIXING FEES AND REGULATIONS THEREOF” was read by the Clerk, and after some discussion,this ordinance was tabled and action postponed until the next regular meeting.

SEMI-ANNUAL REPORT OF THE CITY BOARD OF HEALTH

            The report of the Secretary of the City Board of Health was read by the Clerk and, upon motion of Messrs. LeFevre and Millman, the report was accepted, ordered filed and the six months salary of the Secretary was ordered paid.

PAYMENT OF NOTE

            Upon motion of Messrs. Hinkle and Vane, the City Clerk was instructed to draw an order on the treasurer for $1,000 as payment on the note of the Robbins Hose Company for the new Seagraves Pumper.

TREES

            Upon motion of Messrs. Hinkle and Vane, the City Manager was instructed to remove the following dead trees: one located on South Bradford Street in front of the property of Mrs. Alfred Hopkins; one on North Bradford Street in front or property of Mrs. Robert Walker; and one on South New Street in front of the property of Mrs. Norman Kellum.

LETTER

            A letter from Mr. James C. Wickes was read by the Clerk informing the City Council that damage was done to his property to the extent of $255.00 when the new interceptor sewer was run along Tar Ditch. A committee consisting of Messrs. Keith and Millman was appointed by Council to look into this matter and report at the next meeting.

ADJOURNMENT

            Council adjourned at 8:45 P. M.
