REGULAR MEETING

                                                                                                            August 14th, 1939

            The regular meeting of the City Council of the City of Dover was held on the 14th day of August, 1939. The meeting was called to order by mayor Woodford at 7:30 P.M. and on roll call the following members answered present: Messrs. LeFevre, Downes, Burton, Millman, Keith, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Vane and Hinkle, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of July was read by the Clerk and accepted upon motion of Messrs. Keith and Burton.

            Upon motion of Messrs. Burton and Keith, Council decided to take no action on making a parking lot east of the City Hall until a later date.

            Upon motion of Messrs. LeFevre and Downes, the City Manager was authorized to purchase the lot, from the Larmar Corporation, located on King Street and Pennsylvania Avenue adjoining the City’s ground between Division Street and the handy property, the price of this lot to be $1,000.

            Upon motion of Messrs. Keith and Downes, the City Manager was authorized to take public liability and property damage on the four fire trucks after securing bids from the different insurance companies in Dover and making sure that the insurance is placed with an old line company, the price of this insurance not to exceed a total of $188 per year.

            Upon motion of Messrs. Downes and Hinkle, the City Clerk was instructed to draw an order on the treasurer for the payment of digging a new deepwell at the water tank, the amount of this bill being $3,518.60

FINANCIAL REPORT

            The financial report for the month of July was read by the Clerk and approved upon motion of Messrs. Burton and Hinkle.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Burton and Millman.

ALDERMAN’S REPORT

            The alderman’s report for the month of July was read by the Clerk and accepted upon motion of Messrs. Hinkle and Burton. A check amounting to $46 was turned over to the City Manager with the report of 10 arrests.

PERMIT FOR SHOOTING GALLERY

            Upon motion of Messrs. Downes and LeFevre, Council authorized the granting of a permit or a shooting gallery to be located in the Burton Building on Loockerman Street, provided that this place of amusement be closed at 10 P.M on week days and 10:30 P. M. on Saturday nights.

LETTERS

            A letter was read by the City Clerk asking for a refund on the electric line running east from the airport to serve Eugene Reed. Council instructed the City Clerk to write to Mr. Red and inform him that there would be no refund available on this line.

            A letter was read from Mr. C. D Allee regarding the removal of two trees back of his lot on King Street. Upon motion of Messrs. LeFevre and Downes, Council asked that the Mayor and the Tree Committee look into this matter with the power to act.

REFUND ON ELECTRIC WATER HEATER INSTALLATIONS

            Upon motion of Messrs. Downes and LeFevre, the City Council voted to give a refund of $12.50 on all electric water heater installation services.

PARKING SPACE FOR BUS STOP ALLOTTED

            Upon motion of Messrs. LeFevre and Keith, the Council voted to allot a space for the parking of buses on State Street 40 feet from the corner in front of Wise’s Drug Store and 40 feet on the corner in front of the property of E. V. Keith. This parking space was allotted with the understanding that there would be no objections by the property owners.

FIRE SCHOOL

            Upon motion of Messrs. Burton and Hinkle, Council voted to send three members of the Robbins Hose Company, including the Chief, to the Fire School for several days, the price of this trip not to exceed $45.

ADJOURNMENT

            Council adjourned at 9:30 P. M.
