REGULAR MEETING

                                                                                                                        June 12th, 1939

            The regular meeting of the City Council of the City of Dover was held on the 12th day of June, 1939. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. Downes, Keith, Burton, Hinkle, Vane, LeFevre and Frear.

MINUTES

            Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular and special meetings was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of May was read by the Clerk and accepted upon motion of Messrs. Burton and Keith.

            Upon motion of Messrs. Downes and Keith, the City Council instructed the City Solicitor to draw up the proper ordinances for the control of truck traffic on Loockerman Street as outlined by the City Manager in his report.

            Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to extend the electric lines down the Leipsic Road and the Persimmon Tree Lane, a distance of five miles.

            Upon motion of Messrs. Downes and Hinkle, the Council authorized the proper officers to pay off the $22,000 note at the Farmers Bank.

FINANCIAL REPORT

            The financial report for the month of May was read by the Clerk and approved upon motion of Messrs. Burton and Hinkle.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle.

TAX APPEAL

            A tax appeal was presented to Council by Mr. Harry Spence, Sr., stating that his farm property was assessed contrary to the City charter. The City Manager was instructed to strike this assessment from the tax list.

A LETTER

            A letter from the Walter L. Fox Post was read by the Clerk explaining that the Fourth of July celebration was to be given by the Walter L. Fox Post in order to have a proper display of fire works under the proper supervision. The Post asked that the City Council donate some money in order to help defray expenses of this celebration. Upon motion of Messrs. LeFevre and Burton, the City Council authorized the Mayor and the City Manager to cooperate with the Walter L. Fox Post and make some donation toward this celebration, but that the amount could not exceed $100.00

BUILDING PERMIT

            A permit of the Sun Oil Company for a building to be used as a service station on the corner of Reed Street and Governors Avenue was presented to the Council; and upon motion of Messrs. Hinkle and Frear, this permit was refused.

BUSINESS IN RESIDENTIAL SECTION

            It was brought to the attention of the City Council that Mr. O. C. Hayes had not complied with his agreement as set forth in a special meeting of Council on February 20th, 1939. The City Council instructed the proper authorities to make an investigation of this property on Fulton Street, and if this agreement had not been complied with, to give Mr. Hayes a notice to meet all requirements within fifteen days or his permit be rescinded.
