REGULAR MEETING

                                                                                                            May 8th, 1939

            The regular meeting of the City Council of the City of Dover was held on the 8th day of May, 1939. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. LeFevre, Downes, Keith, Millman, Frear, Burton, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Burton and Frear, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of April was read by the Clerk and accepted upon motion of Messrs. Vane and Millman.

            Upon motion of Messrs. LeFevre and Burton, Council advised the colored citizens west on Cherry Street that they would be unable to comply with their request regarding installation of an extension on Cherry Street on account of the extension going over private property and because of the enormous cost of such an extension.

            Upon motion of Messrs. LeFevre and Keith, the City Manager was authorized to install a new sanitary sewer west on Cherry Street as far as the Coco Cola Bottling plant.

            Upon motion of Messrs. LeFevre and Frear, the City Manager was authorized to extend the water main west on Division Street to the intersection of Forrest Street, providing the cost of this extension was not prohibitive.

 

            Upon motion of Messrs. LeFevre and Keith, the City Manager was authorized to extend the water main west on William Street to tie in at Lakewood Place.

            Upon motion of Messrs. Frear and Keith, the City Manager was authorized to extend the electric line west from the Colored College in order to give electric service to the farmers between the Colored College and the Delaware Railroad.

            Upon motion of Messrs. Burton and LeFevre, the Council instructed the City Manager that they would defer action on the purchase of street sighs around the ornamental street lights.

FINANCIAL REPORT

            The financial report for the month of April was read by the Clerk and approved upon motion of Messrs. Burton and Keith.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Keith and Hinkle.

ALDERMAN’S REPORT

            The Alderman’s report for the month of April was read by the Clerk and accepted upon motion of Messrs. Burton and Keith. A check amounting to $20.00 was turned over to the City Manager with the report of five arrests.

AUDIT FOR 1939

            Upon motion of Messrs. Burton and Downes, the audit of the City accounts for the fiscal year ending july 1, 1939, was awarded to Mack & Company of Wilmington, Delaware. This award was made after reading applications from a number of auditing companies applying for this work.

COMMITTEES

            Mr. Ernest V. Keith appeared before Council in behalf of Mrs. C. C. Shorb asking that a building permit be granted the Duval Tea House, Inc., to build a colonial tea house on the lot on South State Street between the property of Mr. C. D Allee and Mrs. W. M. Newton, the size of this building to be 42’ x 52’. This application was referred to the Building Commission with the power to act.

            Mr. McDermitt appeared before Council regarding installation of parking meters on Loockerman Street. This matter was turned over to the Chamber of Commerce for their advice.

            Mr. Thomas Baker appeared before Council applying for a permit to hold a firemen’s carnival on the Dover Plaza from July 7th to 15th, inclusive. Upon motion of Messrs. Burton and Frear, this permit was granted.

            Upon motion of Messrs. Keith and Hinkle, the Fire Chief was instructed to get in touch with the City Manager to have the proper parking signs prepared and placed across the street from the fire house. This action was taken in order to eliminate parking opposite the fire house so that the big trucks will have room to make their turns. The Fire Union and Millman’s Jewelry store, recommending that this fence be removed as the same is a fire hazard. The Council asked the Mayor to write Mrs. Baker, asking her to remove this fence at once.
