REGULAR MEETING

                                                                                                April 10th, 1939

            The regular meeting of the City Council of the City of Dover was held on the 10th day of April, 1939. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. Downes, Millman, Keith, Burton, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Hinkle and Vane, the reading of the minutes of the last regular meetinw was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of march was read by the Clerk and accepted upon motion of Messrs. Burton and Keith.

The City Manager was instructed to write to Mrs. A. M. Harrington to inform her that the Council was not in a position to make any reductions on the sewer tape on the south side of Wyoming Avenue.

The City Manager was authorized, upon motion of Messrs. Downes an Keith, to enter into a contract with the Davey Tree Company to spray the elm trees in the City.

Upon motion of Messrs. Downes and Hinkle, the City Manager was authorized to buy and install a fence around the electric and water plant.

Upon motion of Messrs. Keith and Hinkle, the City Council appropriated $250.00 to the City Library, this representing an annual appropriation for the purpose of keeping the library open every afternoon and evening.

Upon motion of Messrs. Downes and Burton, the Council voted to engage the Dover High School Band for a number of concerts for the amount of $100.00. This appropriation is to be used by the Band to help defray expenses to the World’s Fair in New York.

FINANCIAL REPORT

            The financial report for the month of March was read by the Clerk and approved upon motion of Messrs. Keith and Burton.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Burton and Vane.

ALDERMAN’S REPORT

            The Alderman’s report for the month of march was read by the Clerk and accepted upon motion of Messrs. Burton and Keith. A check amounting to $13.00 was turned over to the City Manager with the report of five arrests.

TAX RATE

            Upon motion of Messrs. Keith and Hinkle, the tax rate for the City taxes for the City of dover for t the year 1939 was set at 80¢ per $100.

COMMITTEES

            Rev. Willis Holmes appeared before Council asking that the Council appropriate $10.00 to be used as a prize among the colored citizens for beautifying their properties. Upon motion of Messrs. Downes and Burton, the City Council made this appropriation.

            Upon motion of Messrs. Burton and Downes, the City Manager was instructed to write a letter to Mr. Reeves in Salisbury to inform him that the City was not intersted in sponsoring any stock development plan for the purpose of erecting a new, modern hotel in the City of Dover.

            A committee of colored citizens appeared before Council regarding the opening of a street west from Cherry Street. They were advised that this would involve too great an expenditure for the City to make; also, that any new streets and new developments must be opened and deeded to the City before they can be taken over. However, the City officials would make a survey of the proposition and report at their next regular meeting.

BOARD OF HEALTH

            The report of the City Board of Health, H C. Taylor, Secretary, was read by the Clerk and upon motion of Messrs. Burton and Keith the report was accepted and ordered filed, and the salary of the Secretary amounting to $50 and the annual appropriation for expenses amounting $35 were ordered paid. The present members of the City Board of Health were reappointed for the ensuing year.

FIRE CHIEF’S REPORT

            Upon motion of Messrs. Burton and Keith, the report of the Chief of the Fire Department was ordered accepted and filed.
