REGULAR MEETING
February 13th, 1939
The regular meeting of the City Council of the City of Dover was held on the 13th day of February, 1939. The meeting was called to order by Vice-Mayor Frear and on roll call the following members answered present: Messrs. LeFevre, Downes, Burton, Millman, Keith, Vane and Hinkle.
ORGANIZATION
Mayor J. Wallace Woodford was sworn in by Notary Public John P. LeFevre as Mayor of Dover for the year 1939.
Messrs. Curtis F. Millman, James A. Downes, Grover C. Frear and Willard M. Hinkle, the newly elected members of Council, were sworn in by Herman C. Taylor, Notary Public, as Councilmen for the next two-year term.
The following officers were appointed by the Council to serve during the coming year: Vice-Mayor, Grover C. Frear, reappointed upon motion of Messrs. LeFevre and Keith; City Solicitor, Melvin Hopkins, reappointed upon motion of Messrs. LeFevre and Keith; and City Alderman, Wilbur D. Burton, reappointed upon motion of Messrs. LeFevre and Keith. Mr. James B. Keith was sworn in as assessor for the City of Dover for the year 1939.
MINUTES
Upon motion of Messrs. Keith and Millman, the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Keith and LeFevre.
Upon motion of Messrs. Downes and Hinkle, Council instructed the City Manager to have a sidewalk laid on Sacarackin Avenue from State Street to the alley on the north side of the street, the sidewalk to be 3’ from the curb and 4’ wide.
Upon motion of Messrs. Keith and Hinkle, the City Manager was authorized to investigate a new insurance policy, covering compensation on the members of the Robbins Hose Company, with the power to act.
Upon motion of Messrs. Burton and Hinkle, the City Manager was instructed to have the sidewalks of the City inspected, and those which needed it, to be repaired and relaid at once.
Upon motion of Messrs. Keith and Hinkle, the City Council deferred action on the application for an electric line north of Dover on the old Leipsic Road until a later date.
FINANCIAL REPORT
The financial report for the month of January was read by the Clerk and accepted and approved upon motion of Messrs. Keith and Burton.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Burton and LeFevre.
ALDERMAN’S REPORT
The Alderman’s report for the month of January was read by the Clerk and accepted upon motion of Messrs. Hinkle and Burton. A check amounting to $21.00 was turned over to the City Manager with the report of seven arrests.
ANNUAL REPORT OF THE CITY SOLICITOR
The annual report of the City Solicitor was read by the Clerk and accepted upon motion of Messrs. LeFevre and Vane. The City Clerk was instructed to draw an order on the treasury for $300.00, retaining fee of the City Solicitor.
COMMITTEES
A committee from Lakewood Gardens appeared before Council asking for improvements to their streets, street lights and additional sewers. They were advised that the City would put some slag on the worst places in the streets and relieve them of the condition of getting stuck with their cars in driving up to their homes.
Mr. Bert Wyant appeared before Council regarding an upholstering business conducted next to his home. He was instructed that the Council would hold a meeting for a hearing in the near future and that he would be notified when this meeting would be held so that he could attend.
Joseph Griffith appeared before Council regarding the Tar Ditch sewer, stating that the contractor had left the drains filled with dirt, causing the water to back up on his property. The City Manager instructed him that he would take care of this condition at once.
NEW FIRE TRUCK
The propositions of purchasing a new pumper for the Robbins Hose Company at a price not to exceed $8,000.00 was presented to the City Council at their regular meeting held on November 14th, 1938, by a committee from the Robbins Hose Company consisting of Thomas E. Baker, Hughlett A. Golt and Robert D. Simmons. The Committee was advised that the matter would be taken up at a later meeting when it was convenient for the Mayor to attend.
After some discussion their proposition was accepted and they were authorized to order the new pumper according to their agreement. The Robbins Hose Company to make the obligation in the name of the Hose Company and to pay all interest on the not and the City to assume the obligation of paying off the note as the City Council felt they could afford to do so.
The proposition was accepted and the pumper ordered.
DONATION TO BOY SCOUTS
Upon motion of Messrs. Keith and Burton, Council instructed the City Clerk to draw an order on the treasury for $50.00 as a donation to the Boy Scout movement of this state.
