REGULAR MEETING

                                                                                                            January 9th, 1939

            The regular meeting of the City Council of the City of Dover was held on the 9th day of January, 1939. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. Downes, LeFevre, Keith, Millman, Burton, Frear, Vane and Hinkle.

MINUTES

            Upon motion of Messrs. Millman and Keith, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of December was read by the Clerk and accepted upon motion of Messrs. Millman and Keith.

            Upon motion of Messrs. LeFevre and Hinkle, the City Manager was authorized to apply for WPA work on the streets of Dover after the completion of Project #30.

            Upon motion of Messrs. Burton and Hinkle, the permit of the Delaware State Employment Service for “No Parking” signs in front of their office at 147 S. Governors Avenue was refused.

MEMBERS FOR HOLDING ELECTIONS

            Mr. Thomas V. Keith and Mr. Harry Vane were appointed as members of Council to hold the regular municipal election at the City Hall on January 16th between the hours of 1 and 4 P. M.

FINANCIAL REPORT

            The financial report for the month of December was read by the Clerk and accepted and approved upon motion of Messrs. Keith and Burton.

ALDERMAN’S REPORT

            The Alderman’s report for the month of December was read by the Clerk and accepted upon motion of Messrs. Keith and Burton. A check amounting to $13.00 was turned over to the City Manager with the report of four arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. LeFevre and Keith.

            The Annual Report of the Chief of Police was also read by the Clerk. Upon motion of Messrs. Keith and LeFevre, the City Clerk was instructed to write a letter of appreciation for the splendid services rendered by the Police Department during the past year.

COMMITTEES

            Mrs. Beckett appeared before Council asking for an extension of electric lines east on the Leipsic Road. Also, Mr. Acken appeared before Council regarding the extension of electric lines west to the railroad from the Colore College. They were informed that the City Manager would make a survey of these extensions and report at the next meeting of Council as to their cost.

            Mr. Alden Smith appeared before Council regarding sidewalks and curbs on Sacarackin Avenue. Mayor Woodford appointed a committee of four to work with the City Manager and investigate this sidewalk line and report at the next meeting. The committee is as follows: Messrs. Keith, Millman, Downes and LeFevre.

ORDINANCES

            The following ordinances were passed by Council:

AN ORDINANCE TO AMEND AN ORDINANCE ENTITLED “ AN ORDINANCE RELATING TO THE ERECTION, CONSTRUCTION AND ALTERATION OF BUILDINGS TO BE USED FOR THEATRS AND OTHER PLACES OF AMUSEMENT” BY FURTHER DEFINING THE STRUCTURAL REQUIREMENTS THEREOF.

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:

            Section 1.        That said ordinance entitled “An Ordinance Relating to the Erection, Construction and Alteration of Buildings to be used for Theaters and other places of Amusement” be, and the same is hereby amended as follows:

            Section 2.        That Paragraph 2 of Section 1 of an ordinance entitled “An Ordinance Relating to the Erection, Construction and Alteration of buildings to be used for Theatres and other places of Amusement” be and the same is hereby amended by striking out the words “or other fireproof material”
