ADJOURNED MEETING
December 19th, 1938
The Adjourned Meeting of the City Council of the City of Dover was held on the 19th day of December, 1938. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. Downes, LeFevre, Burton, Frear, Keith, Hinkle and Vane.
MINUTES
Upon motion of Messrs. Burton and Frear, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of November was read by the Clerk and accepted upon motion of Messrs. Keith and Vane.
Upon motion of Messrs. Keith and Vane, the letter received from the Beacon Laboratories regarding damages to their property in laying a sewer was referred to the City Manager for reply.
Mr. Howard E. Lynch, Jr., appeared before Council regarding the laying of sidewalks on Sacaracking Avenue. After some discussion, the City Manager was instructed to make the curb lines on Sacarackin Avenue conform with the present curb lines and to make the street 38’ wide from the curb to curb.
FINANCIAL REPORT
The financial report for the month of November was read by the Clerk and accepted and approved upon motion of Messrs. Keith and Burton.
ALDERMAN’S REPORT
The Alderman’s report for the month of November was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle. A check amounting to $22.00 was turned over to the City Manager with the report of four arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Frear and Burton.
CONFIRMATION OF FIRE COMPANY ELECTION
Upon motion of Messrs. Keith and Frear, the City Council confirmed the election of the following officers for the Robbins Hose Company for the coming year: Chief, Thomas E. Baker; First-Assistant Chief, Hughlett A. Golt; Second-Assistant Chief, Ralph Boyer. These men were present and were sworn into office by Herman C. Taylor.
TRAFFIC REGULATIONS
Upon motion of Messrs. LeFevre and Frear, the City Solicitor was instructed to draw an ordinance making New and Bradford Streets through streets from Loockerman Street north and to limit parking to two hours from Loockerman Street to Minor Street on the west side of Bradford Street and from Loockerman Street to the south property line of Mrs. E. J. Faucett on the east side of Bradford Street.
COMMITTEES
Mr. O. C. Hayes appeared before Council regarding the upholstering business in his property on Fulton Street. Upon motion of Messrs. Downes and Keith, Council voted to rescind the action taken at their special meeting of September 15th, 1938, and to advertise this application for further hearing.
A LETTER
A letter was read by the City Clerk asking that the Council authorize the extension of the sewer west on Water Street. Upon motion of Messrs. Downes and Frear, Council authorized the City Manager to extend the sewer west on North Street in order to take care of the first property beyond Lincoln Street.
PERMIT TO KEEP CHICKENS
A permit was given Mrs. Nora Ford to keep chickens on her property on Bradford Street until they are used for eating purposes, or until they become a nuisance to the surrounding neighbors.
APPLICATION FOR “NO PARKING” SIGNS
An application for “NO PARKING” signs was received and read by the City Clerk from the Delaware State Employment Service located at 147 S. Governors Avenue. After some discussion, upon motion of Messrs. Downes and LeFevre, the City Manager was instructed to investigate the need of this privilege with the power to act.
CITY TAX ASSESSOR FOR 1939
Mr. James B. Keith was appointed tax assessor for the year 1939.
