REGULAR MEETING
September 12th, 1938
The regular meeting of the City Council of the City of Dover was held on the 12th day of September, 1938. The meeting was called to order by Vice-Mayor Frear and on roll call the following members answered present: Messrs. LeFevre, Downes, Keith, Burton, Vane and Hinkle.
MINUTES
Upon motion of Messrs. Burton and Downes, the reading of the minutes of the last regular and special meetings was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of August was read b the Clerk and accepted upon motion of Messrs. Keith and Burton.
An application was received by the City Council for an upholstering plant to be opened on Fulton Street between Governors Avenue and New Street in the Hayes rug-cleaning building. Council instructed the City Clerk to advertise this new business in a residential section in two newspapers according to the City Charter.
Upon motion of Messrs. Keith and Hinkle, the City voted to grant a gas pump permit to Jessee Harman to be placed on his lot at the corner of Railroad Avenue and Division Street.
Upon motion of Messrs. Hinkle and Burton, the City instructed the Solicitor ot prepare a deed for the small strip of land between the curb and sidewalk on Elm Terrace adjoining the Keith Sisters’ property. This land was conveyed to the Keith Sisters so they could give deed to their back lot in case of a sale.
Upon motion of Messrs. LeFevre and Keith, the City Manager was authorized to sell the 500 KW GE turbine according to the offer from the Utilities Electrical Machinery Corporation for $3,000.00.
Upon motion of Messrs. LeFevre and Frear, the Council voted that the City Manager and his wife attend the City Manager’s Association meeting to e held in Boston the last week in September.
FINANCIAL REPORT
The financial report for the month of August was rad by the Clerk and accepted and approved upon motion of Messrs. Burton and Keith.
ALDERMAN’S REPORT
The Alderman’s report for the month of August was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle. A check for $32.00 was turned over to the City Manager with the report of six arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Burton and Vane.
APPLICATION TO BUILD TENNIS COURTS
Mr. E. Hall Downes applied to the Council for the City to build two ammesite or buckite tennis courts at the Dover Public School. Upon motion of Messrs. Keith and Vane, the Council instructed the Clerk to advise Mr. Downes that they could not build these courts, especially at this time, and would take no action on them before spring.
MATRON FOR REST ROOM
Upon motion of Messrs. LeFevre and Burton, the City Manager was authroized to employ a matron for the purpose of caring for the ladies’ rest room.
