REGULAR MEETING
August 8th, 1938
The regular meeting of the City Council of the City of Dover was held on the 8th day of August, 1938. The meeting was called to order by Mayor Woodford and on roll call the following members answered present: Messrs. Hinkle, Vane, Frear, Burton and Millman.
MINUTES
Upon motion of Messrs. Burton and Millman, the reading of the minutes of the last regular meeting was dispensed with.
CITY MANAGER’S REPORT
The City Manager’s report for the month of July was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle.
Upon motion of Messrs. Frear and Burton, the City Manager was authorized to execute the necessary papers for the purpose of securing WPA help to be used by the State Mosquito Control Commission on the section north of the Silver Lake, the cost of the mosquito control for the City not to exceed $300.00.
Upon motion of Messrs. Hinkle and Frear, the City Manager was authorized to build an extension to the electric lines from the Bay Road east to the Haas farm, this construction to start as soon as possible.
FINANCIAL REPORT
The financial report for the month of July was read by the Clerk and accepted and approved upon motion of Messrs. Burton and Millman. A check for $39.00 was turned over to the City Manager with the report of four arrests.
POLICE REPORT
The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Burton and Frear.
COMMITTEES
Dr. Harry McDaniel , Jr., appeared before Council asking that the Council take some action in seeing that the chimes in the Peoples Church tower be cut off either indefinitely or during certain hours. After some discussion, the City Clerk was instructed to write to Dr. McDaniel to advise him that the City has no jurisdiction over this matter and to suggest that he take he matter up with the official board of the church.
Mr. James B. Jackson appeared before Council regarding a storm sewer on Greenhill Road in Eastover Hills. Mr. Jackson suggested that the property owners in that section would lay this storm sewer as far as the City lands if the City would take it up there and run it to the stream in order that they might drain their cellars to this sewer. He also suggested that when the City takes this section into their limits they reimburse the property owners for the laying of this sewer if the same ties in with the rest of their system at that time. Upon motion of Messrs. Frear and Burton, the City authorized the City Manager to work in conjunction with the property owners in Eastover Hills for the laying of this sewer.
Upon motion of Messrs. Frear and Burton, the City Council voted to pay Miss Nellie Packard the difference between the amount they paid for her lot and that of her brother’s lot.
ORDINANCE
The following ordinance was adopted by the City Council upon vote of Messrs.
Burton, yes;
Frear, yes;
Hinkle, yes;
Vane, yes;
and Millman, yes.
AN ORDINANCE RELATING TO THE PARKING OF VEHICLES ON CERTAIN PARTS OF SOUTH GOVERNORS AVENUE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF DOVER IN COUNCIL MET:
SECTION 1. That Section 7, Chapter 9 of the Ordinances of the City of Dover, be and the same is hereby amended by adding at the end of said Section 7, the following:
It shall be unlawful to park any motor vehicle or any other vehicle for more than two consecutive hours between the hours of six o’clock in the forenoon and two o’clock of the forenoon next succeeding on that part of South Governors Avenue contained on the west side o South Governors Avenue between southerly property line of the Methodist Protestant Church property extended across said street and on the easterly side of said South Governors Avenue between the south line of Minor Street extended across said South Governors Avenue and the northerly curb line of North Street extended across said South Governors Avenue within the City of Dover.
Any person violating the provisions of this ordinance, and convicted thereof, shall be subject to the same penalties as are imposed upon persons violating the other provisions of said Section 7 of said Chapter 9 of he Ordinances of the City of Dover.
