REGULAR MEETING

                                                                                                                        March 14th, 1938

            The regular meeting of the City Council of the City of Dover was held on the 14th day of March, 1938. The meeting was called to order by Vice-Mayor Frear and on roll call the following members answered present: Messrs, LeFevre, Downes, Millman, Vance, Hinkle and Burton.

MINUTES

            Upon motion of Messrs. Burton and Hinkle, the reading of the minutes of the last regular meeting was dispensed with.

CITY MANAGER’S REPORT

            The City Manager’s report for the month of February was read by the Clerk and accepted upon motion of Messrs. Burton and Hinkle.

            Upon motion of Messrs. LeFevre and Hinkle and the City Council voted to adopt the recommendations of the City Manager for hot water heater rate, the rate to be 1¢ per KW carrying a minimum charge of $2.00 per month and to be an off peak load rate, to come on at 9:30 P. M. and to go off at 7 A. M., the City to bear no part of the installation expenses except the meter and time switch.

FINANCIAL REPORT

            The financial report for the month of February was read by the clerk and accepted and approved upon motion of Messrs. Hinkle and Burton.

ALDERMAN’S REPORT

            The Alderman’s report for the month of February was read by the Clerk and accepted upon motion of Messrs. Hinkle and Vane. A check amounting to $112.00 was turned over to the City Manager with the report of six arrests.

POLICE REPORT

            The report of the Chief of Police was read by the Clerk and accepted upon motion of Messrs. Hinkle and Millman.

COMMITTEES

            Mr. Cole Hutchison and Clair Deffibaugh appeared before Council asking permission to use Silver Lake for boat races on Decoration Day. Upon motion of Messrs. Downes and Burton, Council informed them that they would have permission to use the lake for this purpose.

            Mr. Napoleon Joyensaz appeared before Council asking for parking restrictions in a space for one truck in front of his store on Loockerman Street for the loading and unloading of furniture. Council advised Mr. Joyensaz that they could not grant permission at this time, but would defer action on the same until a later date during which time they would try to work out some plan for him to load and unload from the rear of the store.

            A group of citizens from the west side of the railroad in the vicinity of Lincoln Street and Hazlettville Road appeared before Council presenting petitions containing the signatures of twenty-one property owners and asking that City sewers be extended to that section of the City. They were advised that this work would be done just as soon as it was convenient for the City manager to do so.

REPORT OF THE FIRE CHIEF

            The annual report of the activities of the Robbins Hose Company was presented to Council with recommendations by Fire Chief, Thomas E. Baker. Upon motion of Messrs. LeFevre and Burton, this report was received and ordered filed.

COMMITTEES—(continued)

            Mr. W. D. Clements appeared before Council asking that the City provide better stret lighting facilities on the corner of Governors Avenue and Division Street. This matter was referred to the City Manager with the power to act.

INSTALLATION OF STOP SIGNS

            Upon motion of Messrs. LeFevre and Hinkle, the City Manager was authorized to install stop signs at all intersections with our main streets.

A LETTER

            A letter to the City Council from Mr. E. V. Keith was read by the City Clerk asking that right-of-way for a driveway from the City plaza to the M. E. Chruch parsonage property be granted him. Upon motion of Messrs. Vane and Hinkle, the Council voted to hold their decision until the next regular meeting, at which time they asked Mr. Keith to submit architects plans of the work he expected to do on this site.

REQUEST FOR “NO PARKING” SIGN

            A request for “No Parking” signs during the working hours of the First National Bank was made by that institution. Upon motion of Messrs. Burton and LeFevre, they were granted the same privilege as the other banks of the City: that is, that they buy the signs and put them out and remove them at the proper hours.

            Council adjourned at 9:30 P. M.
