Biographical Information

Gerald L. Rocha Sr. is a native of Riverhead, New York.  He relocated to Dover, Delaware in 1998 by way of the United States Air Force and became the Non-commissioned Officer in Charge of the illustrious Dover AFB Honor Guard. After 20 years of honorable service, Gerald dedicated his life to serving communities by encouraging and enabling all young people to develop their full potential, maximize their strengths, while aligning their core values. He is co-founder of the Delaware Youth Leadership Academy, an organization that provides a concentration of leadership development, public speaking and citizenship for youth ages 10-18.

Currently, Gerald serves as Director of Prevention Programs for the Chester Education Foundation, where he strategically leads the Delaware County Communities That Care Network, a coalition of more than 100 non-profit organizations that strive to reduce risk and provide protective factors throughout the county.  He also teaches as an Adjunct Professor at Harcum College in Bryn Mawr, Pennsylvania. Gerald earned a Bachelor’s of Science degree in Information Resource Management and a Master's in Organizational Leadership from Wilmington University.

Additionally, Gerald serves as Interim Chair on the Board of Directors for the Delaware Parents Association in Dover, Delaware. He also serves as Secretary on the Board of Directors for One Village Alliance in Wilmington, Delaware, and is an advisory board member for the Inner City Cultural League in Dover.  He is a Past-President of the Zeta Rho Lambda Chapter of Alpha Phi Alpha Fraternity, Inc. and has completed a fellowship with Leadership Delaware, Class of 2012.

Gerald is married to his lovely wife Valerie and together they have four grown children.
