Do you have what it takes to be part of our team?  If so, come work as a Community Development Manager in the Planning, Inspections & Community Development Department. The City of Dover is currently seeking motivated professionals to join our dedicated team.  This position will oversee and manage the CDBG Program, Fair Housing Counseling and Housing and Community Development Initiatives.  This position is responsible for planning, program operations, regulation/law compliance, grant writing, and reporting.  This position develops and implements programs within organizational policies; reports major activities to executive-level administrators through conferences and reports.

Job Responsibilities

  • Prepares grant applications and administers grants ensuring compliance with applicable grant guidelines and regulations.
  • Implement and coordinate affordable housing initiatives within the community.
  • Determine eligibility requirements for sub-recipient consideration and determine qualifying spending areas.
  • Review and respond to Subordination Agreements involving Homeownership and Rehabilitation Agreements.
  • Develops and implements CDBG Fund allocation plans and policies and performs long-range plan development related to the CDBG Funding Program.
  • Provides information and counseling relating to Fair Housing to the general public. 
  • Monitors CDBG projects ensuring compliance with program guidelines and regulations.
  • Gathers and maintains data/information to support periodic and special reports, including reports for City Council, Consolidated Plan, Action Plan and the Consolidated Annual Performance Report.
  • Planning duties that include but are not limited to the review and approval of Residential Building Permits, Rental Dwelling Permits and Business Licenses. Develops select reports for Planning Commission.
  • Attends and/or conducts the CDBG Advisory Committee, public hearings, and other professional meetings to exchange information; attends professional seminars or conferences to improve professional skills.

Required Qualifications

  • Requires a bachelor’s degree in business administration, urban development, public administration, planning or a closely related field.
  • Requires three (3) to Five (5) years of related Community Development Block Grant or Housing experience.
  • Five (5) years financial management experience working in the Integrated Disbursement & Information System (IDIS) preferred.
